Foundational supports
A new tier of state-funded disability services sitting below the NDIS — for people whose support needs do not meet the (forthcoming) new NDIS thresholds, but who still need help.
In one paragraph
Foundational supports are state-government programs that provide community-based disability services without an individual NDIS-style plan. They are intended to support people who currently receive lower-intensity NDIS funding, plus people who would have qualified under the old eligibility model but won't under the new one. Each state is designing its own version, and most are still in development.
What's expected to be covered
- Community participation programs and group activities
- Peer support, information, and referral services
- Lower-intensity allied health (likely capped sessions)
- Capacity-building and life-skills programs
- Family-centred early childhood supports (Thriving Kids)
What's not expected to be covered: dedicated support workers, specialist disability accommodation, high-intensity personal care, or large capital supports. These remain under the NDIS for participants who continue to qualify.

What are foundational supports?
A new tier of disability supports below the NDIS, funded and delivered by state and territory governments. Designed for people with disability whose needs do not meet the new NDIS thresholds but who still require help to live independently and participate in their community.
Who pays for them — federal or state?
States and territories pay for and deliver foundational supports; the federal government provides framework and partial funding. This is a structural shift — historically the federal NDIS was the primary disability funding mechanism since 2013.
When will foundational supports be available?
Most states have only just begun designing their programs as of mid-2026. The Thriving Kids early childhood program is furthest along. Adult foundational supports are 12–24 months from launch in most states. Status varies — check your state page for current detail.
Will foundational supports be similar to my current NDIS plan?
Foundational supports are designed to be a lighter-touch service. They will not replicate the personalised, plan-based funding model of the NDIS. Expect community-based services, peer support, information and referral, and limited allied health — but not individual support workers funded against a personal budget.
