Foundational supports in South Australia

SA Foundational Supports — Thriving Kids pilot operational

SA is the most advanced state on foundational supports. It launched the Thriving Kids early intervention pilot in September 2025 — the only operational foundational support program in the country. Broader adult supports are still in development.

Who it's for

Thriving Kids targets children under 9 with developmental concerns, as an alternative to NDIS early childhood pathways. Broader adult foundational support eligibility not yet confirmed.

What it covers

Thriving Kids (launched September 2025) provides early intervention supports for young children. Adult foundational supports — community access, peer support, information and referral — are in development.

How to access

For children: contact SA Department for Human Services about Thriving Kids. For adults: program not yet operational — monitor DHS SA for updates.

About the April 2026 NDIS changes
