Core supports
Core supports — daily activities, consumables, community participation, and transport — are the backbone of most NDIS plans. Daily activities and consumables are largely stable under the April 2026 reforms. Community participation within core supports is under closer review for participants with lower-intensity plans.
What changed in April 2026
The April 2026 reforms have not directly targeted core daily activity supports for participants with significant needs. However, the social and community participation component of core supports is under scrutiny — the government has signalled that some social participation supports may move to the foundational tier for participants with lower-intensity needs.
For participants
If your core supports are primarily about daily personal care, domestic assistance, or transport, your position is stable. If a large portion of your core budget is social and community participation, monitor developments and build evidence about how that funding enables your daily functioning.
For providers
Core support providers delivering high-intensity daily activities are in a stable position. Providers heavily focused on community participation programs should review their client mix and begin thinking about how the foundational tier may affect demand. The price guide for core supports was adjusted in 2025-26.

Are core supports being cut in 2026?
Not as a blanket measure. Daily activity and personal care supports for participants with significant needs are not being cut. The concern is for social and community participation components where the government may determine the foundational tier is more appropriate.
Will my core supports budget change at my next plan review?
Plan budgets are set based on your assessed needs at each review. The new functional capacity assessment process (expected from 2028) will inform how budgets are set. Until then, current assessment processes apply.
